2017年PMBOK®  Guide（專案管理知識體系指南）9月7日出版後，我帶領100位志工一起翻譯這本書直到今年的3月3日出版時，許多人問起，為何不是應用純Waterfall（瀑布式）手法或是純Agile（敏捷式）手法，其實是有原因的。我做了以下三種專案管理手法的探討，在最後選擇Hybrid（混合式）手法，也得到了最佳解，在此分享。

This time, on February 6-7, 2025, we successfully held Taiwan's first-ever CSM (Certified ScrumMaster) course for public servants, focusing on the learning challenges of senior officials. We created a tailor-made Agile training program. The participants applied Scrum to solve practical problems such as digital transformation, disaster response, and public works management, achieving a satisfaction rate of 9.4 points. More than half of the participants plan to self-finance their certification exams! This marks a key step in the Agile reform of Taiwan's public sector. To sharpen my agile project management skills, I took a CSM course with Bill, one of only five CSTs in mainland China, as a foundation toward the CSP. In class, Bill played Spotify's agile case study. Spotify is one of the most competitive companies in the world, and its animated videos on how it runs agile are a well-known case study. I recruited volunteers and used Scrum to translate them into Chinese subtitles.
