Proud Moment: Lin Chao-Yang Becomes Chunghwa Telecom’s General Manager
I’m delighted to share some news with everyone: the Director Lin Chao-Yang of Chunghwa Telecom from 13 years ago has now successfully been promoted to the position of General Manager of Chunghwa Telecom’s main company. This is currently the most influential PMP in the business world. The story of the ‘Top Ten Special Award’ began in 2009. At that time, I became the first in Asia to obtain the PgMP (Program Management Professional) certification. With the help of 300 PMP volunteers, we provided assistance after the devastating 88 floods. Due to these efforts, I was honored with an award titled ‘Excellence Achievement Award’ by the International Project Management Association. For the Chinese community, the threshold for this award is exceptionally high. I became one of only eight project managers worldwide to receive this honor. While it was an affirmation of my efforts, I also realized how challenging this award was for Chinese professionals. General Manager Lin Zhaoyang is the CEO of Chunghwa Telecom’s main corporation. I recall that 13 years ago, when he was taking the PMP course, he held the position of Deputy Director. At that time, Chunghwa Telecom was our most significant client. Generally, for listed companies, only CEOs have the privilege to enroll for the PMP course. Still, at Chunghwa Telecom, anyone at the director level could qualify. I remember that cohort had five directors from Chunghwa Telecom, and now, all of them have been promoted to Vice President or General Manager positions.
Why did he enroll in the PMP course? Chunghwa Telecom had won the most substantial contract ever with the National Tax Bureau, worth around 30 billion. The project lead needed to have a PMP certification, and the project lead was his superior, the Deputy General Manager. Once Zhaoyang obtained his PMP, he was eligible to lead the project.
Zhaoyang effectively utilized the five key processes and ten areas of knowledge from the PMP that I taught him to manage the National Tax Bureau’s project systematically and emphatically. After successfully completing the project, his position in Chunghwa Telecom was elevated from Director to Deputy General Manager, which significantly enhanced his status within the company.
After several large projects and consistent efforts, he eventually became the CEO of Chunghwa Telecom’s IT subsidiary, the renowned Hinet, where he served for a considerable period. Who could have imagined that, after nine years, he would ascend to lead a massive corporation with a workforce of 20,000 — becoming the CEO of Chunghwa Telecom.
Zhaoyang’s distinct achievement was in 2014 when he received the third Outstanding Project Manager Award among the Chinese community, organized by us. Each winner chosen in this ‘Top 10 Project Manager Awards’ event is an influential figure. The award ceremony took place at the Yu Yuan Garden Hotel in Taichung, presented by Hu Zhiqiang and Mao Zhiguo. At that time, Zhaoyang was just a director at Chunghwa Telecom. In his cohort, there were other notable figures like Mayor Qiu Jingchun and Zheng Guchan.

General Manager Lin Zhaoyang’s journey demonstrates that with perseverance and the right knowledge, everyone can realize their dreams. This is precisely the spirit I wish to convey and hope that many more students will follow in his footsteps.
