Dr. Roger Chou has been a driving force behind the adoption of Agile methods in Taiwan’s IT industry—and he didn’t stop there. With a forward-looking mindset and relentless execution, he has successfully extended Agile thinking into non-IT sectors, reshaping how Taiwanese organizations operate and lead.

個人的學術與專業成就 Academic and Professional Achievements

周龍鴻博士是長宏專案管理顧問有限公司的創辦人。他是亞洲首位獲得PMI的PgMP（國際計畫管理師）認證，也是台灣首位獲得Certified Scrum Trainer（CST，也被稱為Scrum國際大使）的人。他在台灣頂尖大學中山大學僅用三年時間就取得了企業管理、專攻策略管理的動態競爭的博士學位。
Dr. Chou is the founder of PM-ABC Project Management Consultants. He is Asia’s first PgMP (Program Management Professional) certified by PMI, and Taiwan’s first Certified Scrum Trainer (CST), a role often described as a global Scrum ambassador. He earned his PhD in Business Administration with a focus on dynamic competition and strategic management from National Sun Yat-sen University—one of Taiwan’s top universities—in just three years.

自2014年7月以來，他與另一位傑出的CST，Bill Li，合作訓練了台灣超過50％的認證ScrumMaster（1,000人）。2015年，周博士獲得了敏捷國際大獎，並被倫敦的YOH評為“國際敏捷最佳推手”。
Since July 2014, Dr. Chou has partnered with fellow CST Bill Li to train more than 50% of Taiwan’s Certified ScrumMasters—over 1,000 professionals. In 2015, he received an international Agile award and was named “International Agile Best Promoter” by YOH in London.

敏捷方法的推廣與實踐 Advancing Agile Beyond IT

他對Scrum的應用超越了IT領域，致力於在台灣的非IT產業中推廣敏捷方法。周博士設定了一個雄心壯志的目標，即在十年內幫助100家公司採用Scrum。眾多知名企業，如輝瑞大藥廠，理光科技，Nissan，啟碁(全球無線設備龍頭)，GSS(台灣推行敏捷最久的資訊公司)，和ECT(國道自動收費)，都在周博士的指導下進行非IT領域的Scrum應用。
Dr. Chou’s work with Scrum goes far beyond software development. He has been a passionate advocate for applying Agile principles in non-IT industries across Taiwan. Setting an ambitious goal to help 100 companies adopt Scrum within ten years, he has guided organizations such as Pfizer, Ricoh, Nissan, WNC (a global leader in wireless communication devices), GSS (Taiwan’s longest-running Agile IT company), and ECT (the national electronic toll collection system) in applying Scrum to business, operations, and management contexts.

領導力培訓與著作貢獻 Leadership Development and Thought Leadership

2023年5月，他發起了一項個人志業，培育100位CEO成為認證的Scrum Master（CSM）。共有130位公司規模達100以上員工的公司的CEO，以及學校校長和政府官員加入。
In May 2023, Dr. Chou launched a personal mission to train 100 CEOs as Certified ScrumMasters (CSM). To date, 130 CEOs from companies with over 100 employees—along with school principals and government officials—have joined this initiative.

周博士的個人座右銘是：“能力越大，責任越大”，這證明了他的成就，並有效地激勵他的學員。
His personal motto, “The greater the capability, the greater the responsibility,” reflects both his achievements and the spirit he instills in his students.

周博士是《成功的敏捷產品管理》一書的作者，該書在台灣創下了敏捷書籍銷售最高和銷售最快的紀錄。在發行後的5個月內，該書已經經過九次印刷，並連續5個月位居暢銷書排行榜之首。
Dr. Chou is also the author of Successful Agile Product Management, a book that set records in Taiwan for both fastest-selling and best-selling Agile titles. Within five months of publication, the book went through nine printings and held the top spot on bestseller lists for five consecutive months.
