Dr. Roger Chou is the CEO of PM-ABC Inc. He made history in 2008 as Asia’s first PgMP, and in 2026 he achieved PMI’s highest-level credential, the PfMP. He is also Taiwan’s only Scrum Alliance Certified Scrum Trainer (CST). Since founding PM-ABC in 2005, he has dedicated nearly two decades to project management education, executive talent development, enterprise agile transformation, and international community building. His organization has trained more than 20,000 PMP professionals, with approximately 1,000 alumni later becoming CEOs or senior executives. In recent years, he has focused on bringing Scrum, product thinking, and agile leadership into executive decision rooms across Taiwan and Asia. This marks Dr. Chou’s third time being honored by PMI globally, following two previous prestigious PMI international awards.

根據 PMI 亞太區市場負責人 April Tai 說明,亞太區 130 多家 ATP 授權培訓機構中,僅 11 家獲得 Honors 榮譽,顯示此獎項在亞太專案管理教育領域具高度指標性與稀缺性。此次長宏獲獎,亦是台灣首次獲此殊榮,本次亞太區更僅選出前三名(Top 3)卓越代表,長宏(台灣)名列前三強。
According to April Tai, PMI’s APAC market lead, only 11 of the region’s 130-plus Authorized Training Partners hold Honors recognition — a mark of how selective and significant this distinction is in Asia-Pacific project-management education. This is the first time a Taiwan partner has received the honor, and this year PMI recognized only three top APAC representatives, with Taiwan (PM-ABC) named among the top three.

今天站在這裡,我最深的感受不是榮耀,而是責任。
我一直相信一句話:能力越大,責任越大。
二十多年來,我有幸透過 PMI 的平台,在台灣培育超過二萬位 PMP 專業人士,也很榮幸成為亞洲第一位 PgMP,以及台灣第一位 Scrum Alliance Certified Scrum Trainer(CST)。
這些頭銜對我而言,從來不是成就,而是一份責任。
因為我看見,真正改變企業的,不只是證照,更是人才;真正改變世界的,不只是方法,更是願意帶領改變的人。
因此,這二十年來,我始終在做同一件事:幫助更多專業工作者成為領導者,幫助更多企業從管理走向變革,幫助更多高階主管願意親自學習專案管理與敏捷領導。
今天這座獎,不只是肯定過去,更提醒我們未來還有更大的使命。
讓專案管理不只是管理專案,而是創造未來;讓敏捷不只存在於團隊,而是進入董事會與決策桌。

Good evening, everyone.
Standing here today, the strongest feeling in my heart is not pride. It is responsibility.
I have always believed in one simple idea: with great power comes great responsibility.
Over the past twenty years, I have been fortunate to help develop more than 20,000 PMP professionals in Taiwan. I have also been honored to become Asia’s first PgMP and Taiwan’s first Certified Scrum Trainer with Scrum Alliance.
But these titles are not achievements to me. They are responsibilities.
Because I have learned that organizations are transformed not by certifications alone, but by the people who choose to lead change.
For the past two decades, my mission has remained the same: to help professionals become leaders, to help organizations move beyond management and embrace transformation, and to help executives personally engage in project management and agile leadership.
This award is not a recognition of what has been done. It is a reminder of what still needs to be done.
To make project management not only a discipline for delivering projects, but a force for shaping the future. And to bring agility beyond teams — to the executive table, where the most important decisions are made.

周龍鴻博士表示,這次獲獎不只是個人成就的肯定,更代表台灣管理教育與企業轉型能量正在被亞洲看見。
「這座獎,不只是我被看見,而是台灣專案與敏捷社群一起被亞洲看見。」
他指出,過去企業最重視的是「把計畫做好」,但在 AI、數位轉型與市場快速變動的時代,企業更需要的是在不確定中快速學習、快速調整、快速創造價值。
「企業不能只問『我們有沒有把事情做完』,更要問『我們做的是不是最有價值的事』。」周龍鴻博士表示,專案管理提供企業面對複雜任務、風險與跨部門協作的基礎;敏捷思維則協助企業用更短週期驗證方向、取得回饋,避免把大量資源投入錯誤方向。
周龍鴻博士觀察,許多企業推動轉型時,真正的難題不只是團隊執行力,而是高階主管是否能重新思考決策方式、資源配置與價值判斷。「敏捷如果只停留在團隊,它的影響力有限;敏捷真正的下一站,是高階主管的決策桌。」
近年來,他推動多場企業高階主管敏捷課程,協助企業負責人與管理團隊重新理解組織如何在快速變動的環境中提升決策品質。其中,產品決策與產品負責人培訓更成為企業關注焦點,課程聚焦產品價值、優先順序、商業成果與跨部門決策,協助企業把有限資源投入真正能創造客戶價值的方向。
周龍鴻博士也創辦台灣敏捷部落,並推動 Regional Scrum Gathering Taipei 等大型國際敏捷活動,串聯台灣與國際社群。2024 年 Regional Scrum Gathering Taipei 吸引 1,111 人參與,展現台灣敏捷社群的高度動能,也讓國際社群看見台灣在敏捷推廣與大型社群經營上的實力。
他表示,這次在 PMI Global Summit Series Seoul 領取 PMI 榮譽獎,不是終點,而是下一個責任的開始。「真正的專業,不是拿到證照就結束,而是持續把自己推向更大的責任。下一個十年,台灣不只是學習國際方法的地方,也可以成為把專案管理、敏捷思維與高階領導融合起來,並向亞洲輸出影響力的地方。」
此次獲獎不僅肯定周龍鴻博士在專案管理與企業轉型教育上的長期投入,也象徵台灣專業人才培育、企業敏捷轉型與管理教育創新的成果,正持續受到亞洲與國際社群關注。

Taiwan’s achievements in developing project-management and enterprise-transformation talent have reached the Asian stage. Dr. Roger Chou, CEO of PM-ABC Inc., will receive the PMI Honors Award at the PMI Global Summit Series in Seoul on June 10. As Asia’s first PgMP (2008) and a newly certified PfMP (2026) — PMI’s highest-level credential — and a two-time recipient of PMI international awards, Dr. Chou earns his third PMI international honor; it is also a first for Taiwan’s project-management community, in recognition of his long-standing work to professionalize project management, develop international talent, and advance enterprise transformation in practice.
According to April Tai, PMI’s APAC market lead, only 11 of the region’s 130-plus Authorized Training Partners (ATPs) hold Honors recognition — underscoring how selective and significant the distinction is within Asia-Pacific project-management education. Dr. Chou’s award, on behalf of PM-ABC, is the first time a Taiwan partner has received the honor; this year PMI recognized only three top APAC representatives, with Taiwan (PM-ABC) named among the top three.
Since founding PM-ABC in 2005, Dr. Chou has devoted nearly two decades to project-management education, training more than 20,000 PMP-certified professionals. Of these, approximately 1,000 went on to become CEOs or senior executives — a notable pattern of Taiwan’s project-management talent advancing into the corporate decision-making layer. As a long-standing PMI Authorized Training Partner, PM-ABC continues to help Taiwanese managers build globally minded management capabilities and to bring project-management methods into enterprise operations, cross-functional collaboration, and organizational upgrading.
Beyond project-management education, Dr. Chou has in recent years become a driving force in enterprise agile transformation. He is Taiwan’s only Scrum Alliance Certified Scrum Trainer (CST), one of about 244 CSTs worldwide. Through executive programs, product-decision workshops, and large-scale agile community events, he has carried agile beyond software and R&D teams into executive decision-making, product strategy, and cross-functional collaboration.
Dr. Chou said the award is not only a recognition of personal achievement but a sign that Taiwan’s energy in management education and enterprise transformation is being seen across Asia.
“This award isn’t just about me being seen — it’s about Taiwan’s project-management and agile communities being seen by Asia, together.”
He noted that enterprises once prized “executing the plan well,” but in an era of AI, digital transformation, and fast-moving markets, what companies need most is the ability to learn fast, adapt fast, and create value fast amid uncertainty.
“A company shouldn’t only ask whether it finished the work — it should ask whether the work was the most valuable thing to do,” Dr. Chou said. Project management, he explained, gives enterprises the foundation to handle complex tasks, risk, and cross-functional collaboration; agile thinking helps them validate direction in shorter cycles and gather feedback, avoiding heavy investment in the wrong direction.
In Dr. Chou’s experience, the real difficulty in transformation is often not team execution, but whether senior leaders can rethink how they make decisions, allocate resources, and judge value. “If agile stays only within teams, its impact is limited. The real next stop for agile is the executive’s decision-making table.”
In recent years he has led numerous executive agile programs, helping business leaders and management teams rethink how organizations raise decision quality in fast-changing environments. Product decision-making and product-owner training have drawn particular interest, focusing on product value, prioritization, business outcomes, and cross-functional decisions — helping enterprises direct limited resources toward what truly creates customer value.
Dr. Chou also founded the Taiwan Agile Tribe and drives major international agile events such as Regional Scrum Gathering Taipei, connecting Taiwan with the global community. The 2024 edition drew 1,111 participants, demonstrating the momentum of Taiwan’s agile community and showcasing the country’s strength in agile advocacy and large-scale community building.
Receiving the PMI Honors Award at the PMI Global Summit Series in Seoul, he said, is not an endpoint but the beginning of the next responsibility. “True professionalism doesn’t end when you earn a certification — it means continually pushing yourself toward greater responsibility. In the next decade, Taiwan can be more than a place that learns international methods; it can become a place that integrates project management, agile thinking, and executive leadership — and exports that influence to Asia.”
The award affirms Dr. Chou’s long-term commitment to project-management and enterprise-transformation education, and signals that Taiwan’s results in talent development, enterprise agile transformation, and management-education innovation continue to draw attention across Asia and beyond.
